I think some of his contradictions stem from the fact that his career has evolved in a relatively successful way over the last few years. He is at a point now where he doesn't necessarily need to go on tours to promote his work. He's amassed a decent fan base and those fans do a lot of the ground work (e.g., generating press, recommending books to friends).
But, for a new writer (or musician), creating and seeking publicity is an absolute must if you want to gain an audience.
It would be wise of him to qualify his advice and to note that managing visibility is something that artists need to scale as a function of their current visibility.
